Kathy Birckel is a daughter of Jessie and the late Harry Joe of Klukshu. She grew up in the Klukshu-Haines Junction area and is a fluent speaker of the Southern Tutchone language. Her traditional K'etlembet (Wolf) clan name is Kwansha.

Kathy taught Southern Tutchone in the Whitehorse schools for many years until her retirement in 2004. Her last assignment was as senior instructor at Elijah Smith School, where she was also active in promoting awareness of traditional Athapaskan and Tlingit culture. She holds the Native Language Instructor Certificate and Diploma from Yukon College.
